City of Windsor: Residential Rental Licensing (RRL) Pilot Study

The City of Windsor is undertaking a pilot study to evaluate the impact of residential rental licensing to improve safety in existing rental housing stock and enhance proactive property standards enforcement efforts.

This two-year pilot study follows the regulatory framework contained in Report C 54/2022 as approved by City Council on April 25, 2022, and begins with the proclamation of By-law #14-2023 on February 13, 2023.

Under the new by-law, owners of properties in wards 1 and 2 that contain four or fewer units are now required to secure a Residential Rental licence for each rented unit.

Licence applications are due by May 31, 2023. More information on licence requirements, including application forms and supporting documents, is available on the Residential Rental licence page.

By-law Enforcement staff will focus on education and outreach prior to the application deadline. Officers will shift their activities to enforcement efforts focused on unlicensed properties starting June 1, 2023.

Residents who wish to report a suspected rental housing unit should do so by contacting 311:

  • Monday to Friday (excluding holidays), 8:00 a.m. to 4:00 p.m. by calling 3-1-1 (alternate: 519-255-2489)
  • At any time by emailing 311@citywindsor.ca (monitored during business hours)
